Mr. Karam Phonlaphonglang, Deputy Spokesperson of the Prime Minister’s Office, announced that the Cabinet has approved, in principle, a draft ministerial regulation outlining fees, reductions, and exemptions related to the issuance of permits, replacement permits, and permit renewals. This regulation sets the fee rates for importing and exporting kratom, issuing replacement permits, and renewing permits. It also includes provisions for fee reductions and exemptions associated with kratom import and export operations. This law follows the removal of kratom from the list of controlled narcotics.

Fee Structure for Kratom Permits (Valid for 5 Years):
- Import Permit: 5,000 THB per permit.
- Export Permit: 5,000 THB per permit.
- Replacement Permit: 1,000 THB per permit.
- Permit Renewal: The same fee as the original permit.
Additionally, export fees for individual exporters and legal entities registered under Thai law will be reduced by 50% from the regulation’s effective date until December 31, 2024. For community enterprises, export fees will also be reduced by 50%, and in some cases, waived entirely for community enterprises and government agencies during the same period.
Applicant Eligibility for Kratom Permits
Applicants must meet specific qualifications and conditions:
- Individuals:
- Must be Thai nationals, at least 20 years old, and residents of Thailand.
- Must not be mentally incapacitated, legally incompetent, or subject to permit suspension.
- Legal Entities:
- Must be registered under Thai law with a local office in Thailand.
- Representatives or authorized persons must meet the same qualifications as individuals.
- Directors, partners, or shareholders must comprise at least two-thirds Thai nationals or represent community enterprises under the Community Enterprise Act.
All applicants must submit their applications and supporting documents electronically to the Secretary-General of the Narcotics Control Board or their designee. If electronic submission is not possible, in-person submission is required, including necessary identification and legal documents.
Permit Exemptions
Import or export permits are not required for travelers carrying kratom leaves for personal consumption (e.g., chewing like gum) or medicinal use to alleviate health conditions during international travel. The quantity must not exceed the following limits:
- Kratom leaves: 50 leaves or 100 grams.
- Kratom leaf extract: 1,000 milliliters.
